Mainstream? It's normally used where sports associations set up 2 committees to cater for one group of elite athletes as well as one (usually larger) group of mainstream athletes at medium to lower levels of performance

I'm not ready to document this as an answer, but I'm leaning toward "Recreational Rules Committee" or the like. "Bredde-" is used in Norway in the sports context to refer to non-elite divisions, i.e., recreational ones. E.g., Breddereglementet – https://lovdata.no/dokument/NFFF/nfffor/2014-03-09-3 If you look at the functions of your committee, I suspect they have a very broad mandate (the pun is intentional :-) ).

Diversity? The context suggests this may be referring to "diversity" - but I'm only guessing.

See the link for the example sentence. I think "amateur-level/recreational" is too wordy and "recreational" suffices here.
Example sentence:
