I think you may just be confused because of the placement of "therefore" in this sentence.
Here, 'acts' is just a verb, and means 'functions', 'behaves', etc.
To rewrite, this would be:

the frame or the semi-circles and therefore, acts as a brand recognition initiator for the majority of consumers.
