These are small payments demanded to speed up services such as connecting a telephone or obtaining a visa. Such a payment would ‘facilitate’ a faster than normal result, even though you are in principle entitled to the services. This is just another form of bribery, and having a clear plan of how to handle them will help you and your colleagues to avoid making payments. If demands are made with threats to your safety, it is prudent to make an exception and pay them, but advisable always to document such demands and payments.

Abejoju, ar yra oficialus terminas, nes tokie mokesčiai Lietuvoje nėra reglamentuoti. Prekybos, pramonės ir amatų rūmai vartoja terminą „skubos mokestis“. Man jis atrodo pakankamai racionalus.

Na, mokesčiai už skubos tvarka išduotą dokumentą per se nėra nei teisėti, nei neteisėti. Jų teisėtumas priklauso nuo galiojančių įstatymų. Pavyzdžiui, JAV jie nėra laikomi kyšiais ("Facilitation payments are one of the few exceptions from anti-bribery prohibitions of the law"), Jungtinėj Karalystėj jie nelegalūs ("As of 2006, the United Kingdom does not recognize the legality of facilitating payments and does not draw any distinction from bribes"), o Australijoj federalinė valdžia juos netgi pripažįsta leidžiamais atskaitymais ("The Income Tax Assessment Act as amended in 1999 permit companies claim facilitation payments as deductions"), nors daugumoje Australijos valstijų jie nelegalūs ("Many Australian states override the federal legislation and define facilitating payments as illegal"). Lietuvoje jie teisėti tiesiog todėl, kad jų niekas nedraudžia. Jeigu rytoj juos uždraus, jie taps neteisėtais. Todėl suteikti terminui teigiamą ar neigiamą atspalvį kol kas nematau prasmės.

| Atrodytų lyg ir neblogas terminas, bet esmė ta, kad čia kalbama apie neteisėtus, nelegalius mokesčius (kyšio formą), o skubos mokestis yra teisėtas. |
