This is from a questionairre about an alarm system at a museum. One of the options in response to the question "Who is notified by the alarm" is

Is that a part of the alarm system? A group of people? Other options are "bomberos"; "sonido interno" "centro de alarmas"

I think it's extremely unlikely that they mean a panel as in committee.

This is presumably as opposed to "centro de alarmas", which is almost certainly an outside security company.

"Who is notified by the alarm" may be what the Spanish says, but it doesn't make sense as a "panel interno" (assuming my interpretation is correct) and a "sonido"are not people. You could say something like: What happens when the alarm is triggered? Alarm activated on internal control panel/fire brigade notified/audible alarm sounds/outside security company notified.
