TOKYO, Sept. 11 (UPI) -- Four Chinese ships sailed into territorial waters near disputed islands in the East China sea, Japan's Coast Guard said Sunday.
The two countries have a long-running dispute over the uninhabited islands, known as Senkaku by Japan and Diaoyu by China.
China claims the islands have been part of its territory since ancient times. But Japan argues it has been in control since 1895. The United States briefly controlled the islands and handed them over to Japan in 1972.
The Japan Coast Guard said the vessels entered the area at 10:30 a.m. and stayed for 1-1/2 hours before being asked to leave.
At the G20 summit last week, Chinese President Xi Jinping told Japanese Prime Minister Shinzo Abe to "exercise caution" on territorial disputes.
Last month, Japan's coast guard released a four-minute footage showing several Chinese boats approaching the Senkakus.
Earlier this month, Chinese vessels were positioned close to a disputed reef in the South China Sea near the coast of the Philippines despite warnings by the United States that China should not go into the area. The Philippine Defense Department said four Chinese Coast Guard ships and six other vessels were less than a mile from Scarborough Shoal, which is claimed by the Philippines and China.
Russia and China plan to conduct joint naval drills Monday through Sept. 19 in the South China Sea.

SEOUL, Aug. 30 (UPI) -- North Korean leader Kim Jong Un has executed two top officials publicly with an anti-aircraft gun, a source told the South Korean newspaper JoongAng Ilbo.
The men -- Hwang Min, former agricultural minister, and Ri Yong-jin, a senior official in the education ministry -- were executed at a military academy in Pyongyang, the source told the newspaper.
"I have the information that ministers of agriculture and education were publicly executed on a special order from Kim Jong Un," said the source.
The executions, which have not been confirmed, would be the first ordered by Kim from outside the Workers' Party and military.
The source said Hwang was executed "because policy proposals he had pushed for were seen as a direct challenge to the Kim Jong Un leadership."
Hwang had been replaced by Ko In-ho by the parliament in late June.
Ri, according to the source, "incurred the wrath of Kim after he dozed off during a meeting presided over by Kim. He was arrested on site and intensively questioned by the state security ministry. He was executed after other charges such as corruption were found during the probe."
Intelligence officers from South Korea and other sources estimate that the North Korean leader has purged more than 100 officials -- and executed more than 70 -- since assuming power in December 2011.
Kim ordered the execution of his uncle Jang Song Thaek in 2013. The Korean Central News Agency said the 67-year-old former senior general was a traitor "for all ages." Jang had been vice chairman of the powerful National Defense Commission and secretary of the Workers' Party of Korea.
Defense Minister Hyon Yong Chol was executed by firing squad in April 2015 on charges of dozing off during a meeting attended by the supreme leader, South Korean media reported two months later.
Ri Yong Gil, chief of the North Korean Army's general staff and No. 3 in its hierarchy, was originally reported executed on charges of corruption in February. But he was mentioned in a report published in North Korea's state newspaper Rodong Sinmun in May on a roster of officials. Ri was appointed army chief in 2013 but apparently was demoted and spent time in prison.
Won Dong Yon, a senior North Korean official who had gone missing in 2015, was officially appointed director-secretariat of a committee that focuses on inter-Korea relations. Won, who may have been purged in connection to a bribery scandal brought to light after the arrest of Korean Canadian pastor Hyeon Soo Lim, was mentioned in an announcement in May from North Korea's KCNA.
South Korea's President Park Geun-hye said Monday that her government will continue to "send a message of hope for North Korean people for the life of liberty and dignity."
She added, "Improving human rights conditions in North Korea is a humanitarian issue that cannot be put off any more and a cornerstone to bringing about an era of peace on the Korean Peninsula."

WASHINGTON, DC — Critics of Seoul and Washington's decision to deploy America's most advanced missile-defense system to South Korea are pointing to North Korea's latest submarine-launched ballistic-missile (SLBM) test as retaliation.
In order to counter North Korean threats, such as Wednesday's launch of a presumed KN-11 missile, a Terminal High Altitude Area Defense (THAAD) battery is expected to be operational in South Korea by the end of 2017.
Earlier this month, China — Pyongyang's closest ally — said that since the US agreed to equip South Korea with the unique defense system, the North's missile tests have expanded and are poised to increase.
"We're not going to predict the future but we would welcome steps by North Korea to ease tensions and to not take these kinds of provocative actions," Pentagon spokesman Peter Cook told Business Insider during a press briefing.
"We would certainly hope that we don't have to expand and take additional steps. But the reality is what it is, and we are taking the steps that allies should take to try and coordinate and work closely together to try and address the threat that we see right now from North Korea."
Pressure to deploy THAAD to the region was spurred after Pyongyang tested its fourth nuclear bomb on January 6 and then launched a long-range rocket on February 7.

BEIJING, Aug. 17 (UPI) -- The U.S. military launched a charm offensive aiming straight for the heart of China's People's Liberation Army on Wednesday.
U.S. Army Chief of Staff Gen. Mark Milley met with his Chinese counterpart Gen. Li Zuocheng to assure the Chinese military the deployment of a U.S. anti-missile defense system in South Korea is to deter North Korea, The Wall Street Journal reported.
China has repeatedly voiced concerns about THAAD and its accompanying radar, which would be used to track North Korea developments, but is powerful enough to place parts of China under surveillance, according to Beijing.
China is still opposed to THAAD deployment and South Korean companies heavily dependent on China for trade have said they fear retaliation.
U.S. and South Korea measures to deploy the deterrent began to move quickly after North Korea successfully tested a midrange missile in June that could pose an existential threat to U.S. military bases in Guam and Japan.
But on Wednesday, Milley conveyed to Li a message of goodwill, and congratulated the Chinese commander for his recent appointment.
"On behalf of the entire American Army and my delegation, thanks so much for the warm welcome. I look forward to the visit," Milley said.
The U.S. commander also said that Washington is committed to respecting international law, and that he "encouraged the Chinese to do the same as a way to reduce regional tensions," according to Voice of America.
Chinese reaction to South Korea's joint decision has played a role in stoking public opposition to THAAD deployment.
On Wednesday, South Korean Defense Minister Han Min-koo visited the designated site of deployment, KBS News reported.
The tour was uneventful, unlike a previous visit by Prime Minister Hwang Kyo-ahn in July, when angry local activists pelted the official with eggs.

TOKYO, Aug. 19 (UPI) -- The Chinese navy carried out drills in the Sea of Japan, days after Japan's coast guard released a video of Chinese vessels near disputed islands. The state-owned People's Liberation Army Daily reported the exercises took place in a "certain area of the Sea of Japan" but did not give a specific location, according to The Japan Times. "The precision strike against 'enemy' maritime strength jointly launched by warships and naval aviation force...was highlighted in the confrontation drill," the report read. The report stated naval exercises are "common among the world's navies" and are "part of annual training arrangements...not aimed at any specific country, region or target." A handful of the vessels were returning from RIMPAC, the U.S.-hosted Rim of the Pacific exercise that took place in Hawaii.

Source text - English SEOUL, Aug. 19 (UPI) -- North Korea slammed Operation Chromite on Friday, calling the South Korean film starring Liam Neeson an example of anti-Pyongyang media.
The North Korean statement from the Korean Filmmakers Union Central Committee mostly blamed the South Korean president.
"After taking power, the Park Geun-hye faction has been squandering the South Korean people's taxes, paid by the sweat of their brow, in order to screen on a large scale films that stir up infighting among a unitary people," read the North Korean statement on KCTV and Pyongyang Broadcasting.
Pyongyang accused Seoul of funding the film, although production was handled by Taewon Entertainment, a private company.
The action movie depicts Gen. Douglas MacArthur's role in planning the U.S.-led Incheon Landing during the 1950-53 Korean War.
The MacArthur strategy worked to push back the North Korean advance in September 1950 and marked a turning point in the war. North Korea and the United States eventually signed an armistice agreeing to a cease-fire in July 1953.

Source text - English Konstantin Asmolov (NEO) : The installation of the THAAD anti-ballistic missile (ABM) systems in South Korea continues to be a source of domestic and regional tension. First of all, there’s China’s reaction, which is not only expressed in diplomatic statements.
On August 3, 2016 China’s central newspaper, the People’s Daily, published a commentary that indicated that the installation of the THAAD ABM system on the Korean Peninsula poses a serious threat to China’s strategic security. Although Washington and Seoul agreed to deploy the THAAD ABM system to counter Pyongyang’s missile program, their actions undermine security in Northeast Asia. The deployment of the US ABM system is obviously risky especially because South Korea and the USA had previously promised to hold talks with China but eventually made a decision without consulting Beijing at all. As a result, the deployment of the THAAD ABM system will not only cause South Korea trouble but may also drag it into a military confrontation between the United States, China and Russia.Comments in Xinhua on July 30 bear the same tone: “The United States are deploying the THAAD ABM complex in South Korea with the argument that a new “shield” will allow them to respond to the threat posed by North Korea. However, this step is not in the interests of South Korea and will only serve the United States.”
According to the South Korean-US agreement, it will be the US Armed Forces that manage the THAAD complex in South Korea and third parties will not have access to data on the radar’s operation. This step made by the USA goes far beyond controlling North Korean airspace: if the radar is switched to forward-based mode, which takes no more than one day, its detection range can reach 2 thousand km. From a technical point of view, THAAD is designed to shoot down targets at a relatively high altitude of 40 to 150 km but North Korean missiles travel at a lower altitude – about 20 km. Therefore, according to some experts, the THAAD system may be unable to actually intercept them. According to Chinese experts, all this suggests that North Korea is not the aim of the ABM complex.

At the same time, Japan has announced its plans to boost defense cooperation with the militaries of the Philippines and Vietnam in connection with China’s military activities.
While China continues its land reclamation projects in the South China Sea, the US has sharply opposed the militarization of one of the islands, in particular, Scarborough Shoal, located northeast of the Spratly archipelago and claimed by the Philippines, Taiwan, and China. According to the US, any attempts of militarization of the shoal would cross a ‘red line’.
Pentagon officials said that China may have just crossed it.
According to the Washington Free Beacon information website, citing US officials familiar with intelligence reports, Beijing has escalated a number of its maritime security vessels around Scarborough Shoal. While before China has maintained a small presence of two or three such vessels in the area, now there are over a dozen Chinese ships there.
In addition, hundreds of Chinese fishing vessels appeared in the waters around Scarborough Shoal. Recently, Beijing used the same tactic in the East China Sea, where the country claims the Senkakus islands, also known as the Diaoyus islands, along with Tokyo.
In March, during the meeting between Barack Obama and Xi Jinping, the US president issued a stern warning against the militarization of Scarborough Shoal, given its strategic proximity to the Philippines.
Nevertheless, Beijing has decided to flout this warning. Moreover, Chinese officials said that the country should “give a bloody nose” if the US will continue its military patrols through the region.
At the same time, Japan announced its plans to boost defense cooperation with the militaries of the Philippines and Vietnam. According to Sputnik, citing unnamed sources, Tokyo intends to increase the number of defense attaches to improve information sharing and data gathering regarding China’s military activities.
Another purpose of the announcement is to warn Beijing about an assured counteraction from Japan in the case of increasing provocations in waters around the Japanese-administered Senkaku Islands in the East China Sea.
As reported, the Japanese government will make necessary budget requests for the year, from April 2017.
