Thank you to all of you - clarifiers/discussers/answerers. Still not entirely sure but I think you must be right with subject to a licence. Talked with the Gambling Commission in the UK and they did not have a clue. The text does talk about (specific) povoleni for a game and (general) licence for the operator but I was not sure how the licencovana could be applied to the game as well. Anyway very grateful to all of you for your very helpful input

Nepovolený/nedovolený - not allowed . The game is licensed - licencovaná but not allowed for what ever reason.

yes, Charles, your question is very correct, both Czech terms should mean something else ("subject to licence = licensable" versus "licensed") but I think that the shorter term is used much more and it is understood from the context.
