Please can someone tell me, in gambling if you have a nepovolena licencovana hra, how can it be nepovolena but still licencovana? Does the licencovana just indicate that it is a gambling game? Thank you for any help

I should think Pavel is right. If they introduce the term "licencovaná hra" into legislation, they're stuck with it, so someone without the licence to operate a "licencovana hra" would be operating a "nepovolena licencovana hra". I know I'm firing blanks, but this sort of structure does have a habit of cropping up in Czech law.
