Предлагам този отговор изхождайки от значението на термина Excepted Packages, което давам по-долу. Пратките наистина са „изключени”, но не звучи добре на български, въпреки превода в Eur-lex. Затова, имайки предвид и оригиналното значение на термина, пратките би трябвало да са специални (особени, изключени) пратки.
