"the noise generated by the working computer being no more loud than whispers"

or as

"the working computer will make so little noise that you could hear whispers"

in either case it's NOT real "silence" - it's more accurately a very low intensity noise in the range of 20 to 30 decibels.

The ear has the remarkable ability to handle an enormous range of sound levels. In order to express levels of sound meaningfully in numbers that are more manageable, a logarithmic scale is used, rather than a linear one. This scale is the decibel scale.
