Military / Defense
English term or phrase: no-strike list

The security adviser / focal point should ensure that the city's military force headquarters are informed of the location of all [NGO] premises and asked that these premises be placed on a ***‘No-Strike List.’***

disagree  Daryo: no point giving an explanation, that wasn't the question - the meaning is already crystal clear.

liste des cibles interdites

Explanation:
there are other terms, talking of "exclusion" from the target list, but given when and where these instructions are to be applied, I would see agreeing with some local militia what are "cibles interdites" reinforces the message that "you have to leave these alone" it's enough plain-speak to avoid any "misunderstanding".

Doesn't seem to be widely used, but samples in the right context by a French author can be found:

https://fr.sott.net/article/3038-Principes-elementaires-de-p...

Strangely enough, no mention of "no-strike" nor "no-strike list" in NATO terminology
https://nso.nato.int/natoterm/Web.mvc

https://standard.di.mod.bg/pls/mstd/MSTD.blob_upload_downloa...

The concept must exists but under some other name - there is an entry for "exclusion zone" - might be that.
