La citation est tirée de : Livre III de l'État et du citoyen - théorie des gouvernement et de la souveraineté - de la royauté.

Dans cet extrait, ce qui a été traduit en anglais par "democracy" est traduit en français par "démagogie".

Si l'extrait est cité hors de son contexte, alors la phrase pourrait être légèrement modifiée:
La démagogie/démocratie est la prédominance des pauvres, à l'exclusion des riches.

  -> J'ai repris la citation du texte. C'est le mot utilisé à plusieurs reprises dans la source qui me parait fiable. Cependant, en temps normal, j'aurais traduit le mot par démocratie, c'est pourquoi je propose une alternative dans ma note.
