De a ratos el texto pareciera solo hablar del teléfono o dispositivos pequeños y de a ratos pareciera estar hablando de la tecnología móvil en general. ¿Les parece dejar dispositivos móviles, tecnología móvil? Agradezco su opinión desde ya.

Explanation:
A while back I translated a set of course books about e-commerce, SEO, social networks, etc., and I came across this adjective-as-noun quite often, not only in my source text, but also in online references in Spanish.
Indeed, I had the same problem as the asker, in that I didn't want to leave it "hanging" on its own, so to speak, so I was constantly looking for a noun to attach it to. Your question has led me to conclude that this was entirely unnecessary as people in the IT industry appear to use this adjective as a noun without any problem, presumably because it's simply a matter of elipsis--they know that it means "mobile technology", they just don't see the need to keep saying "technology". This is much the same way we use the word "remote" instead of "remote control" when talking about a "control remoto", i.e., instead of shortening it to "control" as you do in Spanish, in English we shorten it to "remote", which is illogical in a way, yet it's standard all the same.

For the record, I'm certain it's referring to "mobile technology", even where it reads "shifting from other mediums to mobile". Here, it's saying they're shifting from other mediums to those that use mobile technology.
