Explanation:
oponer can, of course, be used transitively, such as 'una excepción' set up or enter a defenc/se rather than 'file an exception' in pidgin English.

As far as I can see, the case is an expediente > at the application stage and not up-and-running as yet.

disagree  Toni Castano: Otra traducción que carece totalmente de sentido en español. Los casos no se "desafían", "remedies" se refiere a "recursos jurídicos" (apelación, etc.), nada que ver con "recursos domésticos". Y "applicant" no significa aquí "aspirante", sino solicitante.

EXHAUSTION OF DOMESTIC REMEDIES
The term “exhaustion of domestic remedies” refers to the general requirement that victims first use the judicial or administrative complaint procedures available under national law before bringing a complaint to the international level.
This requirement give the country allegedly responsible for a human rights violation the opportunity to provide reparation on its own. It is a prerequisite to submitting a complaint to most supranational human rights bodies, meaning those bodies will reject a complaint if the complainant cannot show that he or she pursued domestic remedies to their final conclusion.
