Law/Patents - Law (general) / court judgement
English term or phrase: It is trite that
This is part of a Court judgement, I am struggling translating the whole sentence. I understand what it means but I am struggling to put it into a sentence that makes sense:
"It is trite that the question of domestication is entirely a local duty of the State to comply with its domestic laws including its constitution."

Thank you
