unidad de clases pasivas Department for Civil Servants Pension Benefits (or however you want to word this) Explanation: "Clases pasivas (del Estado)" is a broad concept, referring to civil servants ("funcionarios públicos") and their relatives or dependents ("parientes o dependientes") who receive any type of pension or other benefit from the State, including retirees ("jubilados"), widows and widowers ("viudas y viudos"), orphans ("huérfanos") or beneficiaries of disability pensions ("beneficiarios de pensiones por incapacidad"). Thus in general "clases pasivas" may perhaps be described generically as “civil service beneficiaries of state pensions” or “civil service recipients of state benefits.” "Classes pasivas" sometimes appears translated literally as "passive classes", even on some Spanish government websites. But this rendering would most likely be meaningless to a UK or US lawyer or any other Anglo-American audience unfamiliar with the Spanish civil service pension system. So I think it's worth the effort to avoid the literal translation and to attempt to find something that actually reflects what "clases pasivas" means.
