Explanation:
I am deriving this from Arabic, where the root refers to "struck" as in metal struck on something. In the context of the sentence I would think they are talking about options (as in striking price).

A more plausible alternative could be a derivation of 'atlasi' to mean Western funds. ... (I wish I had access to Mo'in!)

Very interested in the consensus on this ...

پس از رجوع به لغتنامه مرحوم دهخدا معلوم شد كه مطلس يعني "سكه بي ارزش و درم و دينار بي نقش" به همين دليل گمان مي كنم كه بهترين معادل براي آن

Explanation:
The only dictionary where I found this word was in Dehkhoda and this was not very helpful but at least gave a lead.
The context of the sentence is minting coins and since "sarseke" means "die" it seems reasonable for "motallas" to be blank coins, that is not yet struck into coins.
