This is in a tender document regarding automated traffic monitoring. There are devices that are placed on the highway to monitor speed etc. The context of this term is:
"A l’issue des quatre premières années d’exploitation du marché (T1+4), le titulaire fournit une estimation du stock de fin de vie des différentes composantes des équipements (cela comprend le nombre de recharges nécessaires pour assurer la pleine capacité des dispositifs déployés)."
To me, "recharges" means "refills" and that means liquid. My instinct is to use "spare parts" or "replacement parts," but "reloads" or something along those lines seems like a more faithful translation of "recharges," if clunky and odd-sounding. Do y'all think "replacement parts" is an appropriate translation here? Or is it more the action of replacing the parts, in which case "reloads" or something like it is more accurate?

I suspect what they means is putting new 'guts' inside the basic installed units.
By the way, 'refills' doesn't ONLY apply to liquids... it can apply to all sorts of products that can be bulk filled into an existing container.
