In any case, it is referring to the Val-de-Marne département, and any English-speaker (or indeed anyone who is not French) will simply not be able to decode the use of numbers to refer to geographical entities.

Asker: I may have been over-complicating here, thinking that "94" was on the Faubourg St Honoré, for example and a mecca for fashionistas! (Although knowing my luck, that's probably a McDonalds!
