French term or phrase: contrat de droit d'utilisation et de maintenance progiciel
This is the title of the document.

Could this be a software operating and maintenance agreement? Or a more literal "Agreement for the right of use and maintanence of Software package"

English translation:Software licence and maintenance agreement
Explanation:
The reference also mentions "support", but in your case it looks like its just licensing (i.e. the right to use the software) and maintenance (I guess, keeping it up to date, applying patches etc.)

agree  SafeTex: "Software user licence" perhaps as there are many other types of licence imaginable.

-> Thanks - my understanding is that software licences are primarily concerned with the use of software so I'm not sure that's necessary

Software package usage and maintenance rights contract

Explanation:
Though le droit d'usage is common in spoken language, le droit d'utilisation has a more pleasing soundbite to it. All the French User Agreements I've seen use droit d'utilisation as the preferred wording. Progiciel refers to a software package that can consist of multiple computer programs, while "logiciel is a single computer program; see vdn link for details.
