“Ear part” doesn’t seem right to me, especially in the word 穂部品種, which surely is not “ear part cultivar.”

Explanation:
Generally "scion" means 接ぎ木の小枝・若枝.

穂 means "ear", "head of grain" etc. .
A "bud" for a "bud graft" looks like a little ear on the rootstock (the part of the grafted plant that has the roots). There is a picture of the little ear-like protrusion on a rootstock on one of the websites below....

Also, the some of the below websites refer to citrus/orange/tangerine trees using "bud grafting" which is said to be effective for these types of trees.

Does the rootstock affect the cold-hardiness? How does that work? I have not done bud grafting before (tho am tempted to do a little with my micro pinot noir vineyard).

What does bud grafting mean?
Bud grafting means taking a small bud from an excellent mother tree and joining it under the bark of a young seedling (called the rootstock) which will provide the roots for the new budded tree. The budded tree will have the stem, leaves and fruits of one type, and the roots of another type.
