出力する is literally translated as output, but I know in some cases 出力する should be simply send, as Oxford Dictionary defines:
(Of a computer or other device) produce, deliver, or supply (data)

I can tell 出力 in this case should be just "send."
データを読み出す指示を記憶装置に出力する
send an instruction to read the data to the storage device

Should 出力する in the first example be "send," or is "output" fine since information is a type of data?

It should be translated as output. In computing environment, especially related to storage eg. disks, memory, the flow of data from one media to another is described as input and output of data.

Computer Science degree from a Japanese Univ and worked in IT in Japan.
