I'll admit, I'm kinda needing help for this whole sentence. Context:

中国よりの輸入依存度が高いが、一国への依存度が高く、ごく限られた少数国に大きく依存するBuck Wheat供給体制は、国内需要を満たすには大きな不安定要因である

So the import degree of dependency in China is high, then the degree of dependency to the whole country is high? Even though I would think saying China is implied as the whole country to begin with. Then afterward it largely depends on a limited amount of a few countries.

Nothing is linking here and making sense to me. Any able to make sense of this?

The translation for this term is less of a problem than parsing the sentence as a whole. I think the other two posters got it close to right, but I'll provide my interpretation below.

Firstly, I think that the ”が," breaks the sentence into two issues:

One) dependence on China (a rival, so dependence on them is not good)

Two) the supply system for buck wheat, which depends on a tiny number of countries, may not meet domestic demand (causing market worries, etc.)

The question is: "high dependence on a single country" belongs to which issue?

I think it belongs with 2) the buck wheat supply system and not with dependence on China. (Mainly, because of "が、" but also because of the difficulty of reconciling the structure and logic of the sentence as a whole otherwise.) This is where I disagree with the other posters, I think.

So, I'd read it like this:

Import dependence on China is one issue, but... whether the buck wheat supply system which relies on a tiny number of countries, with (many importing countries) often depending on only one country, can meet domestic demand or not is another cause for concern.

Can't really be sure, and the wording isn't great, but hope this provides some food for thought.
