bit stuffing
Also referred to as 'padding with 0s'
"In data transmission and telecommunication, bit stuffing (also known—uncommonly—as positive justification) is the insertion of non information bits into data. " (wiki)
The second link refers to the same principle, but uses a different type of input.

Correction: No second link, but I had misread O for 0 anyway. So whether 1 or 0, the input is still a string of bits. No "different type of input.

Example sentence:
I am trying to do an interface and need my text fields to be padded with "zeros" in the unused null spaces to fill out the rest of the field length.

: I semi-agree with this, but more context is needed. This could also be bit-paddding. http://searchstorage.techtarget.com/definition/bit-padding

right-pad with spaces
Right-padding with spaces is a way to lengthen character strings so that they get to the same (set) length, so that they can be saved in a row and then accessed easily. By the way, left-padding stands for 先頭空白埋め.

Discussion
- an informal verbal communication, and from male to male
(So, gender image projection may have played a part in that choice)
- the engineers using it were non-native English speakers;
...thus my real life-based bias for the English equivalent of 末尾空白埋め, which when translated should not be reflected in the target version unless, for style consistency sake with other parts of the passage, capturing the true-to-life colourful or rougher expression of a team of techie' characters in a play or novel.
Interesting to note that opinions seem to be divided not on the discrete use of each phrase but on which of the two phrases denotes the sharper semantic area, for the above two explanations include one of the following :
"Some sources identify bit padding as a type of bit stuffing."
"Bit stuffing is defined by some to include bit padding."
http://searchnetworking.techtarget.com/definition/bit-stuffi...
http://searchnetworking.techtarget.com/definition/bit-paddin...
...for a confirmation of some functional difference in the use of these two phrases which I thought equivalent.
A- "In another example of bit stuffing, a standard HDLC packet begins and ends with 01111110. To make sure this sequence doesn't appear again before the end of the packet, a 0 is inserted after every five consecutive 1s. [...]"
B- "Bit padding is the addition of bits to a transmission to make the transmission unit conform to a standard size. [...]"
So, when properly used, 'bit stuffing' seems to denote some intra-payload data insertion, while 'bit padding' to denote a post-payload data extension.
