This relates to controlling the level of non-metallic inclusions in steel. 'control of non-metallic inclusions through hot ductility' or 'ductile control of non-metallic inclusions at heat' don't seem right.

Elsewhere, the text says that non-metallic inclusions can be rendered harmless through lengthening during hot rolling, which seems to relate to this, but I can't quite make the leap here to a translation that makes sense!
