Even as a coinage, it does not seem to conform to any of the Malay linguistic rules or conventions for loanwords. So my suggestion is purely guesswork based on context, i.e. Maklumat mengenai penilaian staff akademik oleh pihak penstaf akademiksan = Information on assessment of academic staff by the staff (faculty?) academicians |

academic staffing Explanation: I have never seen the phrase "penstaf akademiksan" used in Malay.
