I would think this is a construction to avoid stones/rocks/pebbles from entering into the water pipeline. Probably made as a kind of grid of steel or other reinforced material, of sufficient strength and size to protect the actual site.

Whether 'rock' is the best word here might be considered. Remember that all kind of stony objects are called 'stein' in Norwegian :)
