A declarar Portuguese is funny sometimes. In this case, for example, the text says "Valor a declarar", and there is a field right next to it where you type the declared amount. Therefore, it's not an amount "to be declared", yet the amount one is declaring immediately. It's the declared amount. In similar documents in English, what you have is "Ammount accrued" or "delared/stated amount". There are no fields with values "to be declared" to be filled immediately.

It depends completely on the timeline.
Has the amount already been declared (declared amount) or not declared yet (amount to be declared)

amount / value to declare

Short and sweet, just like when you go through customs and tell them "nothing to declare" (nada a declarar).

Use "declared amount" only if it has already been declared. If it points to future action, then "amount to declare" or "amount to be declared" would make more sense. Since it's an income statement, I'm almost sure it's the first meaning. The choice of the verb position makes a huge difference in meaning (past vs. future).

declarable value

Declarable : common on customs, tax form and at air- and sea-ports to those of us who have used such means of travel and locomotion..

May not look pretty as an adjective, but bog-standard in the real world of accountancy NB qualified ProZ accountants : and tax where tax inspectors do not necessarily double as nit-picking translators or poets / poetesses.

BTW, declarable amount is not strictly accurate as may be different from the actual assessed value e.g. of fuel used in a car pool or goods taken by a shop owner for own use and consumption.
Example sentence:

When sending items overseas, a customs declaration form is required for items containing articles with a declarable value, such as goods
