Explanation:
"Articulação" is a "move" or "strike" or "plan" a politician, party, institution or even regular citizens make to achieve a certain goal. In this case, the senator was using the tools (probably negotiating with other senadores, deputados or even the federal sphere) he had in order to expel (via impeachment) a STF's judge.

As for the term itself, I've found hits for political arrangement and coordination. I think you'll know which sounds better for a native speaker.
