My own hunch is that this a list of actual arrestable offences or 'cautions' meted out to a *collator* or *runner & rider* - the latter two being London Met etc. Police slang for an old lag who has clocked up a series of 'police-collatable' convictione or has merely been stopped numerous times to 'help police with their enquiries'. The extracts obtainable at a police station sergeant's or custody desk is called 'a Police Record-Book' but is for specific incidents reported.
