Russian term or phrase: масштабировать на
Данная рекламная концепция в целом задумана с юмористическим подходом, раскрывает образ деятельности компании и запоминается с первого взгляда. В дальнейшем есть возможность масштабировать эту рекламную концепцию на самые различные носители - видеорекламу, трассовый модуль, брошюру, упаковку коробочной версии программы и т.п.

English translation:scale up the use of ... including
Explanation:
I think this rather literal translation will work well, as long as you make clear it doesn't mean simply producing the ad in a large format. That is, it's the use or application of the concept that is being scaled up, not the ad itself (although it some cases, obviously, it will be in an enlarged format). Like this, for example:

"... the use of this ad concept can be scaled up, including for a wide variety of ..."

On second thought, perhaps it really does refer to the size in which a given advertising concept (or specific ad) is produced? In that case:

"...can be rescaled for use in/on/with a wide variety of..."

масштабировать could be scale, but in this context, they mean transferability of the concept to different medium and format.

agree  danya: with "scale" - I think it refers to the scope of adv.campaign rather than the actual physical sizes of carriers (do you say carriers in this context I wonder)

-> Thanks. Not "carrier"; it's "medium," plural "media." Sometimes "vehicle."
