That is, it's the use or application of the concept that is being scaled up, not the ad itself (although it some cases, obviously, it will be in an enlarged format). Like this, for example:

"... the use of this ad concept can be scaled up, including for a wide variety of ..."

agree  danya: with "scale" - I think it refers to the scope of adv.campaign rather than the actual physical sizes of carriers (do you say carriers in this context I wonder)
