layout designer Explanation: This is the term used by ABBYY in some bilingual materials they once sent me, for what it's worth. But I think several of the other options proposed are fine. I'll add a note here rather than posting a brand new answer. In the software development company I work for, this job is done by Front-end Developers. This term is more accurate and specific than simply Web Developers, whose job may and typically does include more than верстка.
