Weapons rendered unserviceable due to various reasons including harsh service conditions or enemy action among others, are usually deposited with or returned (backloaded) to the dependent armament depots of the Ordnance Corps by combat units. Such weapons are classified as BLR (Beyond Local Repairs) or BER (Beyond Economical Repair). BLR weapons are passed on to the local EME workshop for repair and then the repaired weapons now certified as serviceable are returned into service. BER weapons as the term suggests are not worth spending time and resources on repairing. Such weapons are returned to the defence armament factories where their components or assemblies could be canibalised to put together some serviceable weapons. The rest would thereafter be just scrap and would be melted.
Since the context does not suggest any of this , it could be just a report on unserviceable weapons that have been deposited.
