"дисциплина регионального компонента"was a type of subject which fitted into the cultural and economic environment of the region where the university is located. Since 2011 in Russian universities there is no such "дисциплина", at least for BA and MA students. Now it is merged with the now nonexistent "дисциплина вузовского компонента". Basically it does not mean much/ Yu can well add "Region" in brackets.
