Russian term or phrase: выносной знак
Here is the sentence:

"Еще характерны лежащие на головах Й кратки — их не соотносили с европейскими выносными знаками даже в наборном шрифте."

There is not really much more to go on, I'm afraid. It is in reference to a typeface used on the title page of a 1915 Russian-English dictionary.

Typography also recognizes "descenders" but they probably need not be mentioned here, since Й only has an above-glyph diacritic. Also, you probably can simply translate the subject as "diacritics", I believe, since that's what the term is supposed to refer to here, it seems. Hope it helps!
