"круглая" знак

Russian term or phrase: "круглая" знак
This is given as the name for a symbol that is simply a k in a circle (like the copyright symbol, but with a k instead of a c). The only reference I can seem to find is that "круглая" is short for "круглая шпация" (em space/quad), but "em space" does not seem to have its own symbol.

Does anyone know what the "k in a circle" symbol represents and what it's called?

Explanation:
Why a proprietary symbol got included in Unicode is a mystery to me. As Rachel Douglas mentioned, there might be more to it. Anyway, here is a reference:

This applies to the circled K.
A general search on Google seems to indicate that a circled R represents "registered trademark" in Russia.
Regarding copyright, the Jones Day article indicates that Russia is a signatory of the Berne Convention, which according to the Wikipedia article specifies the circled C symbol as indication of a registered copyright.

The TM superscript as indication of a registered trademark and the SM superscript as indication of a registered service mark appear to be unique to USA law (possibly U.K. law as well).
