"Conocimiento adecuado y aplicado a la arquitectura y al urbanismo de las técnicas de levantamiento gráfico en todas sus fases, desde el dibujo de apuntes a la restitución científica."

"Scientific restitution" doesn't sound correct and doesn't come up well in internet searches.

Just to clarify in answer to Neil's comment, either of our answers could be correct but the reconstruction here that I opted for refers to using a CAD tool to 'reconstruct' the building digitally. https://en.wikipedia.org/wiki/Computer-aided_architectural_d...

Not wishing to seem churlish for not posting an agree to Jane's suggestion, I would understand "reconstruction" to be a more extreme type of restoration, basically from scratch ("scientific reconstruction of ancient edifices now lost).
