I'm thinking "fixed adjustable slat"?

Any ideas would be very welcome, as I really have no idea if my guess is anywhere close.

Explanation:
It's the slat at the bottom or end of the louvres that doesn't move when the others do. It's length is such that, when the louvres are closed it looks like just another slat. It will be available in different different dimensions to the moveable slats to ensure that the distance between slats is constant and there are no gaps or short/long overlaps at the end of the louvre ladder. Explanation:
Although I like Althea's answer, if you google 'compensating slat' you get only 9 hits and none of those relate to blinds.

If you look at the parts of a blind here http://persianesmiquel.com/ca/decoraciohogar/persianesmiquel... you can see that it has a 'compensador' at the top and at the bottom. If you compare it to this description of a louvred shutter in English https://perfectfitshutters.com/shutter-terminology/ the same part seems to be called a 'rail'.

I am only putting a low confidence level on this as not my area of expertise.
