I agree that "requirements" is vague but I think that's intentional. In this case, with added context, it could mean planning requirements but I think it best to leave just the one word. Vague in Spanish, vague in English

Yes, "essential services or goods" might work IF the rest of your text supports that but the bit you've given is very vague so that's why I would match the vagueness English as what is required or needed.
