Both refer to roads but this Network Rail release refers to the "Proposed end state track layout" (https://www.networkrail.co.uk/running-the-railway/our-routes... ), and this one from Trimble Railway solutions also refers to layout rather than routing, "solutions for building construction include layout and information management tools for interior and exterior trades". (https://trimble-railway.com/en/wp-content/uploads/sites/2/20... ).
