"las mismas" refers to personnel, right?

The emergency brigades
Explanation:
It's quite ambiguous, but I'm guessing "las mismas" refers to the emergency brigades: the subcontractors will be using the emergency brigades' services when in need, and not the other way around.

agree  Toni Castano: I agree with your reading and the logical scenario of the subcontractors having the E. Brigades (= las mismas) at their (= subcontractors) disposal during the construction phase. I cannot imagine any Brigades having subcontractors at their disposal :-)

  -> Thank you, Tony. That's exactly my point.

agree  neilmac: Unless it refers to something in a previous sentence (for example, "herramientas")...

  -> That's another plausible explanation, as we don't dispose of the whole paragraph.

they arrange their availability

Explanation:
Two groups are mentioned (the emergency services and the business subcontractors) who are both important during the time phase of building construction work.

Example sentence(s):
  • 'Business subcontractors arrange for the availability of emergency services throughout the time phase of construction work. They organize the training and education for the brigade services and arrange for their constant availability.'
