Hello fellow linguists,
Has anyone come across this expression before in the context of university education? It is a category within a feasibility study projecting student intakes for a university in Peru. It also covers personnel numbers so I was wondering if this might be referring to personnel pensions. This is the first time there has been mention of it made in the text so I am afraid there isn't much context to go on.

I thought it could mean: 'tiered pension scheme' ?

I would be grateful if anyone could help shed any light on this or confirm if my suspicions are correct.
Thank you in advance.

staggered grant context
Explanation:
In line with the reference provided by Taña, this does not refer to a pension, but to something similar to a grant, an economical contribution to something, in this case, studies.
"Escala" refers to the different bands that determine the value you'd receive, for example, in the reference provided by Taña, "El grado en la Escala de Pensiones se asigna considerando dos aspectos" Meaning that your band in the staggered grant will be assigned considering two aspects.

Note to reference poster
Asker: Thank you Taña, this is very helpful in clarifying that it is in fact nothing to do with 'pension' in the English sense of the word but more 'tuition fees' it would appear from the context you have provided.
