La frase completa es "no te subas las medias que es foto carnet" y significa, literalmente, que no te preocupes por acomodarte las medias porque en la foto carnet (foto de la cara que suele tomarse para documentos oficiales) no van a salir. Podría interpretarse como: no le pongas esfuerzo o le prestes atención a algo que no vale la pena, no planifiques con anticipación. En este caso que uno de los protagonistas haya estado en el garage a pesar de ya haber entregado el pedido podría indicar eso.

"No te subas las medias que es foto carnet" significa no te emperifolles/arregles/vistas bien/ porque es sólo una foto tamaño carnet (pequeña) sólo saldrá tu cara. Ahora bien, explicado el significado de la expresión habría que llevarlo al contexto completo. Pudiera ser que Javier le quería decir a algo así como "no te emociones, no te entusiasmes, no te preocupes, que no es para tanto".

By this dialogue, and given that the dialogue is between an venezuelan spanish speaker, and a Rioplatense spanish speaker, there are 2 hints about what are they talking about:

-The venezuelan spanish speaker says it in a more straightforward way, giving no room for another interpretation than "Dude, stop glancing me, I tell you I am not a robber!", putting in context that he was suspected of doing something shady.

-As other translators pointed out, the specific part of the socks is just a wordplay about doing something pointless, like tidying up your socks for a mugshot ("foto carnet" is a slang for a passport photo, like the tiny ones that are attached to ID cards).

It is telling the other person, not only to not jump to conclusions, but is also telling him to chill (sometimes is used to stop discussions).
