Each of the services and what they entail are described in detail.

The other reference from Universidad Militar Nueva Granada is quite an in depth explanation of what is involved.

It's more than just procurement (but I believe that the 'rangos de contratación' term refers to the procurement part of the process), but doesn't deal with recruitment or outsourcing.

Going by the context, I assumed that there is a typo in the original question i.e. it should read 'abastecimiento' not 'abatsecimiento'
