Se presenta un escrito para su estudio en la comisión.

Lo que se desea traducir es "escrito", y he encontrado: brief, proposal, paper, white paper (y otros colores). Se trata del primer escrito en un dossier para estudio por varias personas.

No me convence "brief" pues parecería documento legal, ni "proposal", porque no se trata sólo de propuestas, ni "written document" o "written paper" porque queda indefinido.

¿Cuál sería la diferencia entre "white paper" y otros tipos de documento similares? Parecería que "white paper" es ya un escrito final, aprobado, técnico o no, pero definitivo. En ese caso, no se podría usar el término para el escrito que se presenta para el estudio por una comisión de varias personas, donde cada una lo estudia por separado y se toma la decisión al final.
