This is from an excellent text by an Argentine critic active in the 30s. He is reviewing a show of photograohy (by artists Coppola and Stern) and defending photography as an art form:

La cuestión de la calidad técnica que es esencial para la fotografía pura, puede o no existir en las otras formas que hemos visto. Pero en las fotos de Coppola y Stern hay una misma preocupación por la calidad técnica y expresiva desde las naturalezas muertas hasta las foto-reclame.

There is plenty to be found on the web on difference between advertising and publicity. In this particular instance, a publicity photo would be a photograph of a tango singer for distribution to local radio stations and fans for example, while an advertising photo would be a photo of a product for use in an advertisement.

So it's obsolete, according to the Diccionario de americanismos, but it was apparently still current in the 1930s.

Here's an Argentine essay:

"La combinación de fotografías y elementos gráficos constituyó un recurso muy frecuentado por Grete Stern en sus inicios profesionales en Alemania. Junto a su socia Ellen Auerbach creaba piezas a menudo dirigidas a la promoción de productos de consumo. Algunos foto-reclame fueron exhibidos en Buenos Aires en la exposición que Stern y su entonces marido, Horacio Coppola, realizaron en el local de la revista Sur en 1935."

  -> Thanks, Phil! There's also réclame in French. Here's an explanation of how it started in (LAm) Spanish, with a TV ad which invited viewers to claim a prize: "reclame su xxxx de regalo". I don't know whether it's true.
