Source text - Russian Бюджетное послание Президента РФ предписывает регулярно публиковать Бюджет для граждан. В 2013 году такой бюджет был разработан в 46 субъектах РФ и находится в стадии разработки еще в 14 субъектах. «Есть много мнений, как сделать бюджет понятным для граждан, и предпринято много попыток, - сказал, открывая семинар-совещание, первый заместитель руководителя Аналитического центра Владислав Онищенко. – Однако со временем стало понятно, что из-за неоднородности целевой аудитории единственно правильного подхода не существует».
Тем не менее, работа в этом направлении Министерства финансов Российской Федерации и лучшие региональные практики позволили найти основные подходы к формированию бюджетов в доступной форме и определить направления дальнейшей работы над ними с целью создания оптимального «Бюджета для граждан». Распространение лучших практик на региональный и местный уровень позволит обеспечить понятность и доступность деятельности органов власти в финансовой сфере, а также расширить участие гражданского общества в управлении общественными финансами.
Translation - English The budget message of the President of the Russian Federation (RF) prescribes the regular publication of a Citizens’ budget. In 2013 a budget of this kind was devised in 46 of the constituent territories of the RF and is under development in a further 14. ‘There are many views on how to make the budget comprehensible to citizens, and many attempts at this have been made’, said the first deputy head of the Analytical centre, Vladislav Onishchenko, opening the seminar-conference. ‘However, it has become clear with time that, owing to the diversity of the audience targeted, a single correct approach does not exist.’
However, work done in this field by the Ministry of Finance of the Russian Federation, and the best practices in the regions, have allowed key approaches to the elaboration of budgets in an accessible form to be identified, and pathways for further work on them to be defined, with the aim of creating the optimal ‘Citizens’ budget. Spreading best practice at a regional and local level helps make the activity of organs of power in the financial sphere more comprehensible and accessible, and also broadens civil society’s participation in the management of the public finances.

Source text - Russian Эксперт Аналитического центра Евгений Гашо выступил с докладом «Пути повышения эффективности систем теплоснабжения» на заседании комитета по инвестициям Торгово-промышленной Палаты РФ. Заседание комитета по инвестиционной политике было посвящено актуальной теме применения «технологических коридоров» для стимулирования инноваций в российской экономике.
По словам Евгения Гашо, термин «принуждение к инновациям» был развит и введен в использование инновационным бюро журнала «Эксперт» для обозначения совокупности различных мер стимулирования технологических нововведений в отраслях народного хозяйства. В своем докладе эксперт отметил, что на данном этапе реализации промышленной, и в частности энергетической политики представляются более актуальными именно жесткие меры и механизмы: нормативные документы, задающие «правила игры» (стандарты, регламенты, требования к параметрам продукции). Более продвинутые и сложные механизмы, которыми в настоящее время пользуются западные страны (льготы, добровольные соглашения, бизнес-механизмы, энергоменеджмент) пока не находят широкого применения.
Translation - English Evgeny Gasho, an expert at the Analytical Centre, presented a paper on ‘Ways to increase the effectiveness of the heating supply system’ at the meeting of the investment committee of the Chamber of Commerce and Industry of the Russian Federation. The meeting of the committee on investment policy was devoted to a theme of great current interest: that of the application of ‘technology corridors’ to stimulate innovation in the Russian economy.
According to Evgeny Gasho, the term ‘drive for innovation’ was developed and introduced by the innovation bureau of the journal ‘Expert’, to signify a set of different measures to stimulate technological innovations in sectors of the economy. In his paper, the expert noted that at a particular stage in the implementation of an industrial policy, and, specifically, of an energy, policy, the need for such rigorous measures and mechanisms moves up the agenda: standard-setting documents, specifying ‘the rules of the game’ (standards, regulations, and requirements about the characteristics of production). More sophisticated and complex measures, which are currently applied in Western countries (incentives, voluntary agreements, business arrangements, energy management) are as yet not extensively applied.

Source text - French Avec un système obsolète de modulation des prix, la SNCF continue à augmenter les prix de ses billets au fur et à mesure qu'approche le départ. Même dans les trains vides et quitte à perdre des clients.
Tous les usagers réguliers du TGV ont un jour fait ce constat: payer leur billet au prix fort et se retrouver dans un train vide. Cette situation aussi absurde que fréquente est la conséquence de l'usage tout particulier que la SNCF fait du Yield management.
Ce système permettant la modulation des tarifs dans le but ‘d'améliorer la recette unitaire’, autrement dit, de faire payer le plus cher possible les billets mis en vente sans dissuader ses clients. Toutes les compagnies aériennes l'utilisent, et la SNCF a même été un des premiers transporteurs ferroviaires à y avoir recours. Mais contrairement à Air France ou à easyJet qui utilisent le yield management avec beaucoup de finesse, la SNCF semble être restée à l'age de pierre. 'Plus c'est tôt, moins c'est cher': telle est son unique règle. Même lorsqu'un TGV ne se remplit pas en raison de peu de demande, le prix des billets continue à augmenter au fur et à mesure que la date de départ approche. Un principe pertinent en situation de monopole, main rédhibitoire à l'heure où le concurrence de l'avion, du covoiturage, et de l'autobus n'a jamais été aussi rude. Il n'est d'ailleurs pas rare que pour un weekend à Nice ou à Montpellier, la navette AirFrance soit moins chère qu'un aller-retour en seconde en TGV.
Translation - English Using an out-of-date system of price adjustment, the SNCF (Société nationale des chemins de fer français: French national railway company) continues to raise the price of its tickets as the date of travel draws nearer. This applies even to empty trains, at the risk of losing customers.
All regular users of the TGV (French high speed train) service have at one time or another experienced paying the top price for their ticket and finding themselves in an empty train. This situation, which is as absurd as it is frequent, is the result of the idiosyncratic use which the SNCF makes of yield management.
This system allows tariff adjustments with the aim of ‘improving the unit return’, or, in other words, of making customers pay as much as possible for the tickets on sale without actually deterring them. All the airline companies use this system, and the SNCF was even one of the first railway operators to adopt it. But, unlike Air France or easyJet, who use yield management with great sensitivity, the SNCF seems stuck in the stone age. ‘The earlier the cheaper’ is its only rule. Even when a TGV is not filling up owing to low demand, the price of tickets continues to increase as the departure date draws near. This principle is relevant in a monopoly situation, but is totally inappropriate when competition from air travel, car sharing and bus transport has never been fiercer. Moreover, it is not unusual for the AirFrance shuttle to be cheaper for a weekend in Nice or Montpellier than a second class return ticket on the TGV.
