2013年12月13日の総合資源エネルギー調査会基本政策分科会 において、「エネルギー基本計画に対する意見」が了承された。これは、エネルギー政策基本法に基づいて、政府が3年ごとに策定することになっている、エネ ルギー基本計画（基本計画）の土台となるものである。これを基に、基本計画が閣議決定されれば、福島第1原発事故後は初めてとなる。

2010年の現行基本計画は、2030年の電源構成における原発比率を50%に増大させるものであった。原発事故を経て、2012年9月に民主党の野田政 権は「革新的エネルギー・環境戦略」（エネ・環戦略）として、いわゆる脱原発を掲げた。これを基に新たな基本計画が策定されるはずであったが、その直後に 政権交代が起きたため、自民党政権はエネ・環戦略を「ゼロベースで見直し」、「責任あるエネルギー政策を構築する」と主張してきた。それに向けた審議会で の議論の結果が、今回の「意見」である。

最大の注目点は、原発の扱いがどうなるかであったが、原発推進へと 大きな政策転換が明記された（【表】）。安倍政権は、かねてより原発の重要性を指摘しており、今回の「意見」は、これに忠実に沿った想定通りの内容と言え る。民主党政権の政策だから「原発ゼロ」を否定したというよりも、過去の自民党政権時代の原子力政策や安全保障上の価値観、経済界との緊密な関係などに基 づき、原発推進を明確にしたのであろう。

その理由として、原発は「準国産エネルギー」（エネルギー安全保 障）であり、「運転コストが低廉で変動も少なく」（経済性）、「運転時には温室効果ガスの排出もない」（環境適合性）ことから、いわゆる3つのEを全て満 たすとの、従来からの主張が展開されている。特に今回の「意見」では、電源の化石燃料への依存度が9割になり、それに起因する輸入燃料費の増加が3.6兆 円（2013年度試算）に達するなど(*1)、電気料金の上昇やエネルギー自給についての危機感が強調されており、これらの解消のためには、経済性に優れた原発が不可欠と指摘されている。

他方、各電源の数値目標となる、2030年時点などの電源構成は示 されなかった。これについては、「原子力発電所の再稼動、固定価格買取制度に基づく再生可能エネルギーの導入」などが、不透明だからと説明されている。し かし最大の理由は、原発依存度を3.11以前の状態に戻し、さらに増加させる選択肢を消さないためであろう。

昨今の小泉元首相の発言に対するメディアの反応を見ても、脱原発支 持が少なくない国民感情を慮れば、原発依存度を「可能な限り低減させる」という、選挙などで訴えてきた旗を降ろすわけにはいかない。「意見」の中では、 「可能な限り低減させる」とのフレーズはあるものの、その具体的な方策や計画は示していない。現時点では増やすとも減らすとも明確なことを約束せずに、政 策決定を先送りし、もう少し時間をかけて国民感情や国際動向を見極めてから、より積極的に原発推進に舵を切りたいのではないか。「基盤となる重要なベース 電源」として、「必要とされる規模を確保する」と、定性的に表現すれば、新増設の可能性も含まれており、政治的には十分ということなのだろう。

The consultation “Points of View on the Basic Energy Plan” was approved at the meeting of the Basic Policy Subcomittee of the Advisory Comittee for Energy and Natural Resources on December 23, 2013. This will be groundwork for the Basic Energy Plan (Basic Plan), which is drawn up every three years by the Japanese government, as stipulated by the Basic Act on Energy Policy. Based on the consultation, this Basic Plan, if approved by the cabinet, will be the first since the Fukushima Daiichi nuclear disaster in March 2011.

The 2010 Basic Plan, current at the time of writing, was set to increase the proportion of nuclear energy in electricity generation to more that 50% by 2030. After the disaster, in September 2012, the Noda government of the Democratic Party promoted denuclearisation with the Strategy for Innovative Energy and Environment. A new Basic Plan was to have been drawn up based on this, but as there was a change of government soon afterwards, the Liberal Democratic Party, for energy and environmental strategy, focused on a “square one review” and “establishing responsible energy policy.” The results of this inquiry's discussions form the present “Points of View.”

The point of most interest is that, although the future of nuclear power was uncertain, as the table below clearly shows, there has been a major shift in policy towards its promotion instead. The Abe government has stressed the importance of nuclear power more than ever, and it could be said that this round of “Viewpoints” has delivered what would be expected from following this line. Rather than rejecting “Zero Nuclear” simply because it was a Democratic Party policy, it seems that promotion of nuclear energy has been revealed because of previous LDP nuclear policy, strategic concerns, and close ties with industry.

Policy Shift Towards Nuclear Promotion

The reason for this is, nuclear power fulfills the so-called "3 Es": it is a semi-domestic energy source (Energy Security), operational costs are low and stable (Economic), and during operation it does not emit greenhouse gases (Environmental), or so the argument has developed up to now. Especially in this round of "Points of View," nuclear power has been pointed out as economically viable and indispensable in alleviating a deepening sense of crisis concerning energy self-sufficiency and rising electricity prices as dependence on fossil fuels has reached 90% and the increase in import costs associated with this have reached ¥3.6 trillion ($36 billion, estimate for 2013 financial year)(*1).

On the other hand, target figures for the proportion of each power source in electricity generation for points such as 2030 were not given. This was said to be because of the unpredictability in "restarting operation of nuclear power stations and introduction of renewable energy based on the feed-in tariff ". However, the biggest reason could be in order to retain the option to return dependency on nuclear power to pre March 2011 levels, and further.

Going by the media reaction in support of LDP ex-Prime Minister Koizumi's recent outspoken anti-nuclear remarks, if the LDP consider the feeling of the population, whose support for denuclearisation is considerable, they are not likely to to lower the standard of reducing dependency on nuclear power "as much as possible" that they had raised at the election. Among the "Points of View," the phrase "reduce as much as possible" is present, but no definite policy or plan is indicated. One wonders if the Government wishes to make no promises to increase or decrease nuclear dependency for the time being, and put off policy making decisions for a while, then change course to a policy of more active promotion of nuclear power after making sure of public sentiment and international trends. Will it be enough politically for the Government to say qualitatively that it will "secure the necessary scale" of nuclear power as an "important primary energy source"?
