We have limited context, but in this context, I believe judicialización is to initiate, bring forth, formally present a case in a court of law, i.e., if the prosecutor´s office, after an investigation, decides to prosecute, they must file a criminal complaint in court (or present to a grand jurty) to commence proceedings against someone.

La investigación se divide en dos partes: la ministerial y la judicial. Si luego de su investigación, el ministerio público decide ejercer la acción penal, debe formalizar la imputación ante un tribunal de justicia. Esto es la judicialización.

La policía judicial podrá antes de la judicialización de las actuaciones y bajo la dirección y control del jefe inmediato, allegar documentación, realizar análisis de información, escuchar en exposición o entrevista a quienes considere pueden tener conocimiento de la posible comisión de una conducta punible. Estas exposiciones no tendrán valor de testimonio ni de indicios y sólo podrán servir como criterios orientadores de la investigación.
