C. stands for ciudadano, citizen in English. You can probably leave it out.

agree Wendy Petzall : I agree with leaving it out. In many Latin American constitutions there's a provision to avoid the creation of nobility titles and such, which specifies that the only title to be used when addressing anybody (in official acts and documents) "ciudadano".
