Univanich Topi Biogas Project
General description of the project activity
A biogas plant will be built at the Topi Factory of Univanich Palm Oil Public Co. Ltd, located at Plaipraya District, Krabi Province, Thailand. The project will involve the construction of an in ground anaerobic digester designed to capture the gases naturally produced from the digestion of organic matter in the wastewater from the palm oil factory. The naturally produced biogas will be used to produce electricity for to displace electricity from the Thailand electricity grid.
The purpose of the project is to:
• Capture the waste gases and reduce odour currently produced from the deep wastewater lagoons
• Improve the treatment of the wastewater produced from the Palm Oil factory
• Capture biogas to produce renewable electricity
• Sell renewable electricity to the Thai electricity Grid to support the Thai Government policy of reducing fossil fuel dependency and produce renewable electricity
• To reduce greenhouse gases and create Certified Emission Reductions from the project
Baseline and GHG Emission Reductions
The baseline scenario of the project is the continued practice of treating the wastewater in the deep anaerobic lagoons which is then used for irrigation, as there are no barriers to the continued use of this process, particularly as it complies with environmental regulations and is inexpensive.
The emissions in the baseline scenario consist of:
• Methane emissions (CH4) from the decay of organic matter in the wastewater decay in the existing lagoons.
• Carbon Dioxide (CO2) emissions from the production of electricity for the Thailand electricity grid.
The project scenario will involve the installation of a biogas plant which will capture the methane for use in a dedicated biogas engine with any excess biogas flared. The treated wastewater will be sent to the existing series of lagoons and finally used for irrigation.
The emissions in the project scenario consist of:
• Methane emissions (CH4) from the remaining organic matter in the wastewater that is not treated in the biogas plant, as well as any unburned methane in the exhaust gases of the biogas engine and flare and in the unlikely event there is some methane leaking from the pipes.
There is expected to be no displacement of activities resulting in emissions elsewhere from the project.
Initial estimates of emission reductions from the Project are estimated at over 40,000tCO2e per year. The project will use the CDM Approved Consolidated Methodology ACM0014, which was developed specifically for biogas industrial wastewater projects in Thailand. This methodology most accurately determines baseline and project emissions relying more on actual tests than the use of default factors.
Additionality
The existing baseline condition of treating the wastewater in deep open anaerobic lagoons is common practice in Thailand, and the current practice at the Topi Factory meets environmental standards. Investment in other treatment systems, including the proposed biogas system, is very unlikely due significant technology and investment barriers. The factory already has cheap heat and electricity provided through the use of waste biomass from within the factory. The subsidy offered by the Thai Government under the VSPP program to support renewables has been unclear for biogas and not sufficient to support the project investment risk. Therefore the project would not go ahead without additional support from CDM. The only plausible baseline scenario is the continued practice of open lagoons.
Monitoring
Monitoring will be carried out according to the UNFCCC CDM Methodologies, broadly comprising
• Fugitive methane: through the assessment of organic material flows of project/baseline system.
• Biogas electricity consumed on site or sent to the grid.
• Inefficient biogas combustion emissions in project.
• Biogas leakage in project: through leaks in the pipeline during transportation of biogas.
• Monitoring of key sustainable development indicators
