Kentsel dönüşüm projeleri kapsamında şehir dışına atılmak istenen Kuştepe halkının günlük yaşamlarının aslında gerçek kentlilerin günlük hayatından bir takım yönlerden ne kadar farklı, nev-i şahsına münhasır ve dışavurumcu, dolayısıyla ülkenin ve şehrin kültürünün bir parçası olduğu ve belli bir orjinalliğe sahip oldukları tezini savunmak için bu projeyi hazırladım. Gerçek kentli kavramı burada az sonra tanımlanacak olan öteki kavramının karşıt anlamlısı, diğer bir deyişle hakim zümreyi temsil ettiği de düşünülebilir. Kentsel dönüşümün tanımı da şöyle özetlenebilir: '...kentsel yenileştirme(nin), bir kentin tamamı ya da belirli yerleşim alanlarına yönelik, bilinçli, sistematize edilmiş ve planlanmış eylem'. Çocukluk ve ilk gençlik dönemini bu mahallede geçirmiş ama köken itibariyle Kuştepe'li olmayan kişiler adına rahatlıkla şunu söyleyebilirim ki, Kuştepe kendi içinde yaşayan ötekilerin bile korktuğu ya da daha doğru bir söyleyişle korkutulduğu bir mahalledir. Öteki kavramı, idealize edilmiş ve genel kabul görmüş bir hayattan uzak olan kişi veya gruplar olarak tanımlanabilir. Ben de ötekiler gibi hep korkutuldum ve korktum. Nihai gerekçe şudur ki, Kuştepe bir Çingene mahallesidir. Bu tanım aslında tekin olmayan, pis kokan, gayrimeşru işlerin döndüğü varoş, kenar mahalle, kurtarılmış bölge, yani polisin bile girmeye korktuğu, gelir seviyesi düşük insanların yaşadığı getto anlamına gelir. Sadece dışarıdan bakan göz değil, mahallelinin kendisi de bu ortak kanıyı paylaşıyor ki, yaşamaktan utanılacak bu mahallenin sakinleri gelir seviyesini yükseltince daha iyi mahallelere taşınıyorlar.

I prepared this project in order to argue for the thesis that the daily life of the people of Kuþtepe, forced to leave the city within the urban transformation projects, is in fact very different in many ways from the daily life of the “real citizens”, it’s unique and expressionist, thus it’s a part of the culture of the country and the city and it shows a certain authenticity. The “real citizen” concept, being the opposite of the “other”, to be explained in the following paragraphs, actually means the ruling class. We can summarize the “urban transformation” as “the renewal of the city, conscious, systematized and planned action aiming to change the whole or a part of the living areas.” (KOCABAÞ 2006)
On behalf of the people who lived in Kuþtepe during their childhood and their adolescence, but not from there originally, I can claim that Kuþtepe is a district where even the “others” living in this very neighborhood feel unsafe. The “other” can be defined as the individuals or groups who adopt a very different life style from an idealized or generally accepted one. I was scared or threatened like the “others”. After all Kuþtepe is a “Gypsies’ neighborhood”. Actually this means a “ghetto” which is unsafe, stinks, where illegal business is done. Not only the people from the outside, but also the people living there share this belief. Thus, residents of Kuþtepe move to better districts as soon as they can afford the rents.

Dividendes
1. Les dividendes payes par une societe qui est un resident d'un Etat contractant a un resident de l'autre Etat contractant sont imposables dans cet autre Etat contractant.
2. Le terme "dividendes" employe dans le present article designe les revenus provenant d'actions ou
autres parts beneficiaires, parts de mines, parts de fondateurs ou autres parts, a l'exception des creances, ainsi que les revenus d'autres parts sociales soumis au meme regime fiscal que les revenus d'actions conformement a la legislation de l'Etat dont la societe distributrice est un resident.
3. Les dispositions des paragraphes 1 et 2 ne s'appliquent pas lorsque le beneficiaire effectif des
dividendes, resident d'un Etat contractant, exerce une activite dans l'autre Etat contractant dont la societe qui paie les dividendes est un resident, ou une profession independante au moyen d'une base fixe qui y est situee, et que la participation generatrice des dividendes s'y rattache effectivement. Dans ce cas, les dispositions de l'article 7 ou de l'article 14, suivant les cas, sont applicables.
4. Lorsqu'une societe qui est un resident d'un Etat contractant tire des benefices ou des revenus de
l'autre Etat contractant, cet autre Etat ne peut percevoir aucun impot sur les dividendes payes par la societe, sauf dans la mesure ou ces dividendes sont payes a un resident de cet autre Etat ou dans la mesure ou la participation generatrice des dividendes se rattache effectivement a un etablissement stable ou a une base fixe situes dans cet autre Etat, ni prelever aucun impot, au titre de l'imposition, sur les benefices non distribues de la societe, meme si les dividendes payes ou les benefices non-distribues consistent en tout ou partie en benefices ou revenus provenant de cet autre Etat.

1. Anlasmaya taraf olan Devletlerden birinde yerlesik bir sirket tarafindan, anlasmaya taraf olan diger Devlette yerlesik bir kisiye odenen temettuler bu diger Devlette vergilendirilir.
2. Bu maddede kullanilan temettuler terimi, daÄıtıcı Åirketin yerleÅik olduÄu Devletin mevzuatına uygun olarak, alacaklar hariç, etkinlikler ve diÄer kâr getiren hisselerden, maden hisseleri, kurucu hisseleri veya diÄer hisselerden kaynaklanan kazançlar ve aynı zamanda etkinlik kârları ile aynı mali rejime tâbî olan diÄer ortaklık hisselerinden elde edilen kazançları ifade eder.
